QUESTION:
Are there any instructions or guidelines for the use of photos as proofs of compliance?
ANSWER:
This has been addressed recently at some VALEAC trainings. It is important to date photographs whether through the use of a date/time stamping feature on a digital camera or by handwriting the date onto the photo itself. Commission assessors have struggled with this subject for a number of years. There have been too many occasions where someone has used a photo of a marked car and placed it under the current year divider in the file. Upon closer inspection of the photo, the inspection sticker appears to have expired years ago! It is obvious that either the manager used the same photo year after year or the agency doesn't routinely have state inspections performed on their vehicles. Regardless, the agency must provide convincing proof that it is performing as expected. These types of foul-ups can leave an assessor wondering if something more is amiss.
Date your photos appropriately and accurately!
