If the standard doesn't start until 01/09 what goes in the file for previous years?

QUESTION:
For my reaccred, some of the standards or bullets weren't in effect until 01/09. What do I place in those files for the years/terms previous to 01/09?
ANSWER:
The VAC recommends that a sheet be placed in the file stating " NEW STANDARD/BULLET NOT IN EFFECT FOR THIS TERM". The agency may opt to just put a note in the file reminding the assessor of its applicability. This is only to serve as a friendly reminder to those assessing your files.
These are simply VAC recommendations and can be handled by each agency as it deems appropriate.
