Does this standard or any of its bullets require a
written directive?
No. The Commission strongly recommends that each
agency have a written directive governing audits, inspections and inventories
of property and evidence, however, this standard does not require it.
BULLET "A"
Who must conduct this inspection?
The person responsible for the P&E function
or their designee must conduct this inspection.
What must be inspected?
"Adherence to procedures used for the control of property." This could be to inspect the security of the evidence
room(s), inspect cleanliness, whether needed supplies are on hand, proper
packaging of evidence, etc. This bullet does not require an audit of the
evidence stored in the room(s).
BULLET "B"
Does this standard require a COMPLETE
inventory of all property held by the agency when primary property managers
change?
The standard is not clear on this. The
assessors understand that in a very large agency, it is not feasible to conduct
a complete inventory. They do expect an inventory of all sensitive/high risk
items (drugs, guns, money, jewelry) and a representative sampling of all other
property/evidence held by the agency.

What must be audited for this bullet?
All property and evidence held by the
agency must be audited.
What is the scope of the audit?
The agency defines the scope of the audit.
The agency can choose to do a 100% audit or a random sampling of
property/evidence held by the agency.
Who must conduct this audit?
An employee not routinely or directly
connected with property control.
Can the person conducting the audit be a
keyholder of the property/evidence room(s)?
